The IPCC estimate of emissions from tropical deforestation in the 1990s was 1.6 billion tonnes of carbon per year equating to 20% of global carbon emissions. To create a mechanism that addresses this problem, many differing proposals to reduce emissions from deforestation and degradation (REDD) have been put forward to the UNFCCC, which has resulted in some confusion. 13th Conference of Parties (CoP 13) of the United Nations Framework Convention on Climate Change (UNFCCC) held at Bali in December 2007 decided to launch a process of negotiations for full, effective and sustained implementation of the UNFCCC. CoP-13 constituted an Ad-hoc Working Group on Long-term Cooperative Action (AWG-LCA) and gave it a mandate to conduct the negotiations so that the Parties reach an agreed outcome in Copenhagen in December, 2009 at 15th Conference of Parties (CoP-15).
